Most audio editing software will work with editing and converting audio. Google 'freeware audio editor" and see what's there.

Or you can try the free Audacity audio editing freeware (you'll need to also d/l the LAME MP3 encoder .dll and put it in the Plugins folder once you installed the program (go to oldversion.com and download the latest version; Audacity won't encode/decode mp3s without it) to do the job.
