She wrote a plan that was rejected by congress, which she states in her speeches. She indicated that she wants to finish what she began in 1994. Where can I see what the plan was so I can better understand why congress was or was not correct in their decision?
What health care back ground does H. Clinton have? What healthcare programs did she fight for successfully in Arkansas while she was the first lady of the governer there?

Wikipedia sight does not show the actual plan: Who will be eligible for benefits based on what? How healthcare professionals achieve eligibility to be reimbursed and will only certain campaign donors be eligible for the bulk of these reimbursements (or how will this be prevented so that money is used for healthcare and not private gains)? What pharmaceutical cost containment actions will be taken? Will this plan stop the problem of people’s homes becoming the collateral for care (many working class people must choose between their home where their family lives or their healthcare, and/or elderly must give up their homes (that they worked for) and become dependant on others who will have to choose between their life and their inheritance). How was this plan going to be paid for without selling us out to other countries and in a way that will rejuvenate itself for at least fifty to a hundred years?

Was the AIDS Drug Assistance Program her plan? Ryan White foundation became 100% government controlled as promised in 1992 by B. Clinton.
This plan’s eligibility is: 1) an infected person must be a female, child under age 24, if a male he must be married and/or have dependant children. 2) Household income may not be greater than 200% national poverty level. 3) Only medical professionals with their primary office located in an AIDS clinic or unit is eligible to be reimbursed for services. 3) Only clinics in areas that have at least 20,000 infected people are eligible to be reimbursed for services (aka all infected people must migrate to NY, NJ,. Fla or Ca.) There is much more, but these rules make case management of people infected with HIV/AIDS a nightmare.
