They do not turn that sign off anymore because you are supposed to use your seatbelt anytime you are not standing up. The only time you are forbiddedn from standing up is at take off and landing, once take off is over, you may stand up to go to the restroom, etc but you need to return to your seat and fasten your seatbelt as soon as you are done.
