I prefer no pesticides, herbicides, insecticides -- inside or outside the rental. Thanks for any help!

best bet is to rent a house, it will be hard to find a pesticide-free apartment complex, they have to follow strict local code inspection for the control of pest, etc
maybe CA might be or WA state maybe

You're going to have a very tough time with that one. Landlords are required to respond when a tenant complains about any insect infestation. Do you possibly think that the cockroaches will leave because they are ASKED to leave ? Ummm...no. That takes treatment via pesticide. The same applies to wasp infestations, etc.
