It is a minting error, but it's not exactly as you say. US coins are never plated with silver, they are either minted in silver, or are 'clad', with a copper layer sandwiched between two layers of nickel. What you have is a coin missing one of the outer layers.

This is potentially very valuable. The interest in the state quarter program is high, and because there are 50 different designs and more than one error type, error collectors are in heaven with this issue. This is a major mint error. The key is condition. If you found this in circulation, it probably has some where, which will keep it from the highest grade, but it will still be desirable. Do research on ebay for 'state quarter error' or 'state 25 error'. You probably won't get a hit for idaho, but results for other states should be representative. You will get a lot of different error types, so be sure you only take into account those matching yours.

The best research is what you do yourself. A dealer may be honest but not give you its true value, only his buy price.

It is quite possible the reverse clad layer is missing. It would have to be authenticated for these days too many error coins are really damaged coins or someone is up to no good. Take it to a couple of dealers to see what they say. If you can scan it or get a photo so that it can be sent with an email you can try answerman2@aol.com, he answers coin questions for Numismatic News a weekly coin paper. You can also try a pro in the error field Ken Potter at ken@koinpro.com. Don't bother if you can not send a color scan or photo for they can't help you without it.
