it used to be Nolan Ryan with 100.9 in the mid 70s but according to hypertextbook.com it is 103 mph by Mark Wohlers in Spring Training in 1995.

The Fastest Observed is Mark Wohlers with a 103 mph fastball in 1995 spring training, but the guiness book of world record holder for fastest pitch is Nolan Ryan with a 100.9 mph fastball. But, Joel Zumaya has thrown a few pitches over 103 mph, but it is not observed because of radar guns accuracy
