My children currently go to a private elementary school in Germany (my husband works for the US Army). The playground at the school has over 40 concrete bricks for the kids to build with. Myself and several other parents want them removed from the playground because they are dangerous. The school is fighting us and argues that the bricks encourage creative play. I can find nothing on the internet about bricks causing a hazard or anything about head trauma. Does anyone have any suggestions?

No, aside from pinched finger or smashed hands this is not the type of thing that a sound thinking adult would leave in a plygound for kids. I might suggest the use of Plastic Milk containers, or they make extra large lego block for outside.
Also as far as head trauma, Should a child fall or another child throw one or drop one and a child is below him, it's very possible to have a severe head injury.

Are these concrete blocks something that they personally let their own kids/grandkids play with?
I personally would agree with them, IF THEY ARE WILLING TO PAY FOR THE MEDICAL INJURIES! [ Man, are they nuts? ]
If they have to be there...please oh please teach your little ones to not play with the blocks and why! Sorry, but my idea is to keep YOUR kids safe...if they want to let THEIR kids play w/them...let them do it; you be the silent mentor!
Much luck to you, mom!
*To your hubby: THANKS, from an ol' American gal back in the States!!! *
