Line length is totally under your control via the File->Page Setup menu item or the horizontal ruler.
For the vertical space:
1.Click in the paragraph.
2.Click on the Format->Styles and Formatting menu item.
3.In the bottom part of the sidebar that pops up, the style for your paragraph (probably Normal) should have a bold box around it.
4.Hover the cursor over the style. A listbox arrow should appear. Click it.
5.Select Modify Style from the list box.
6.Click the Format button and select Paragraph.
7.Now, there are 72 points per inch and 2.25 cm per inch, so there are 72/2.25 points per cm, or 32 points per cm. This is 3.2 points per mm, so you want 3.2 * 40 = 128 points. Set the After list box to 128 points. I'd suggest just writing 128 in the box.
8.OK out of everything.
All paragraphs in the document with that style should adjust themselves.
Now, if you want to carry this one step further and fix the style on the template your document is based on (probably Normal.dot, but not necessarily), do this:
1.Click the Tools->Organizer menu item.
2.In the left-hand list box, find and click on the style you changed.
3.Click the Copy button between the two list boxes.
4.If you have another style to copy, go back to step 2.
5.Click OK.
When you close your document, you may see a warning message asking if you want to save the changes to Normal.dot. This is an anti-virus measure, intended to alert you that something has changed in Normal.dot. In this case, you made the change, so you want to accept it.
That should do it.

You adjust the line length by moving the margins. You can do that by either dragging them in the ruler at the top of the page, or going into File / Page Setup and setting them there.
To leave space between paragraphs, you go to the Format menu, and select Paragraph. In the window that appears you will be a place where you can set the spacing "before" at paragraph. That determines how much space is left above a new paragraph. It is set in "point" rather then mm's, so you might have to play a little to get the exact spacing you want. (Sorry but do not know the conversion between points and mms)
