Why haven't you contacted your state's department of motor vehicles? I'd have done that the first week. Here, the dealerships send someone to the DMV office and get plates the same day. Each clerk has a box of plates behind them, ready to pass out a set upon processing a new valid registration.

What country are you in? In the US, in Ohio and PA to be exact, you have to get your own plates from the states. The dealership only issue temporary tags.

If you owe money to the Department of Motor Vehicles (for whatever reason such as insurance lapse, etc.), that might be the reason for the delay. Because of privacy reasons, DMV won't say what the problem is, they just won't issue the tags. Go to your Department of Motor Vehicles and see if that is the problem. (Trust me, calling them probably won't work.)
