As it's your computer, you should know if you have got firewalls or not. Look among the icons in the System Tray (near the time) and check if anyone of them is a firewall. To see whether your Windows Firewall is on or not, go to Start > Control Panel > Windows Firewall. You should have only one firewall turned on at a time, as more than can cause major driver conflicts.

Working or running? Just pull up running services, in windows, I think task manager and services, might need to google some. Are you behind a router that is running NAT (do you have an IP of like 192.1168.x.x or 10.1.1.x (if so, you are)? If so, you don't need a firewall on the box, since that is the basic feature of a firewall. NAT, Network Address translation, your router is the only public IP, no one can touch or see the others. Now if you have a public IP, then you need a firewall.
