It would be difficult to name a single animal as having the best hearing as it will be difficult to set criteria to determine which one.
Cats are said to have some of the sharpest hearing in the animal kingdom that they can hear footsteps from hundreds of feet away, the reason why cats ore often found waiting at the door when the owners come home.
It is also said that raptors which include eagles, hawks, falcons,vultures and owls can boast the sharpest hearing (and the the best eyesight) in the animal kingdom.
Likewise, bats are also known to have the most sophisticated sense of hearing which is described as "astoundingly acute".
We can also include the dolphins in the choices as they do the same as bats.

The people who said there is no way to compare one animal to another are the ones who are right. You can find the animal who can hear at the highest frequencies and you can find the animals who can hear at the lowest frequencies (this actually is the elephant who uses subsonic ground vibrations to communicate through land over miles) or you can find the animal who is best able to detect minute differences in frequency over a given range.
You can even question what is hearing. As humans, we think hearing is completely through the ears, but if that were the case, marine mammal echolocation wouldn't be considered hearing at all.
What is positive is that there is no way that these "concepts" can be aggregated to tell you that there is a "BEST".

All felines (cats of all sizes and types, including large jungles varieties) have exceptional hearing at all levels and frequencies.
I once read an article that said a cat can hear independently with each ear. It can also differentiate over 100 sounds all at the same time. It ignores the sounds that it recognizes and homes in on the new or strange sounds.
This is why when a cat appears to be napping, it's ears are up (like antennae) and continue to turn in different directions independtly of each other. They're tuning in, recognizing, and tuning out various sounds.
If you've ever noticed, it's extremely hard to sneak up on a cat - they can actually hear the "wind" moving around your body no matter how slowly you move towards them.
If you do manage to sneak up on them, it usually scares the living crap out of them!

Low Frequencies...
Probably the Elephant, they make very low rumbling noises, that we cannot detect, that travel for many miles and are able to be heard by other elephants.
Higher Frequencies...
Bats, The bat has arguably the most accurate and sensitive hearing organs of any creature. However, it is not hearing like we know it.

Animals with best hearing are mice,dolphins and certain kind of moths. Mice can hear frewuency about 1000Hz to 100000Hz while dolphins can hear around up to atleast 100000Hz..but the best is Noctuid Moth which it can hear up to 1,000 and 240,000Hz.

That is a question that is almost impossible to answer, because different animals hear different
levels of sound for different reasons. A case could be made that bats have the best hearing
among mammals, because they hear the echoes from the high frequency sounds they make, in order
to navigate and find food. Most birds have excellent hearing as singing is such an important
part of their behavior, but it would be very hard to compare bird hearing to mammal hearing.
Likewise many insects rely on sound, but that is a completely different process than hearing
in birds or mammals.
