I know bases include all metal oxides and metal hydroxides. But how about alkali? Does all metal oxides and metal hydroxides also can called as alkali as long as it's soluble? Or alkali only include metal hydroxide that is soluble? Thanks.

An alkali is a soluble base. If a metal oxide does dissolve (and there aren't many that do) it forms a hydroxide solution and is called an alkali.
