I do not think anyone can answer this question honestly either way.
I do feel however that had 9/11 occurred in a Gore administration we would have hunted down those responsible rather than invading an unrelated country.

Al Gore was not a journalist at the time. - he was elected to congress while North was still a Captain. The comments you are referring to were made to Congress during the 1987 Iran Contra hearings (Gore was not on the comittee and so was not present let alone asking questions). The man to whom North referred was Abu Nidal.

Of course Clinton knew nothing of Osamas "targeting the USA" even though Ollie North told everyone 10 years before the attack.
