Because you see in Greece we are very progressive people. And our way of expressing our progressiveness is through cement. So, an beautiful green mountain side is useless, but if you build it from on side to the other is developed.
A lonely beach is a waste, but hey, put there a couple of hotels and several housing projects an you'll have progress coming out of your ears.....
An other thing is that we measure social status by the number of houses you've got. It doesn't matter how many you have, you just have to have more. This is not a joke, my father (76 years old) has four and he is building one more right now.
Third, it is well known that we Greeks are great nature loving people, and what better way to prove it other than building our houses into the forest. The fact that there will be no forest after that is irrelevant, there is a suburb of Athens called "Haidari Forest" and there is not 1sqm of forest there but people still refer to it as "Forest" same with "Perama Forest"

Saronida is actually in the building plan, the monstrosities that you see are legal. The problem is not only there, but everywhere: if you own more than 1 acre, you can build absolutely anywhere (supposedly not in forests, but nothing ever gets knocked down)! This is really a problem.
