Dear there are a lot of best hotels in Dubai n I have seen most of the hotels.
Burj Al Arab Dubai, Jumeirah Beach Hotel Dubai, Madinat Jumeirah Dubai, Only & Only Royal Mirage Dubai all these hotels are on the beach.
Courtyard by Marriott 5* Hotel in Dubai Jumeirah lake area and the best hotel in Abu Dhabi is Emirates Palace

Well that I have to say is up to you, cause it depends on what you like and what you consider as the best. Below are some of the best hotels in Dubai each having a different nature and features:
1. The One & Only Royal Mirage
2.Mina Al-Salam
3.Burj Al-Arab
4. Al Qasr
5. Jumeirah Beach Hotel
All are amazing hotels but each one is different and its up to you to choose

Burj Al Arab claims itself as the 7 stars hotel. But in my opinion, they are not that great.
I visited them 4-5 times as it concerns to my job and what I can say is the food is suck. The lobby is so rich with gold and very colorful (some likes it, some dont) But the ambience is very bad, cos everyone there proud themselves that they are rich and they are walking like they have to balance something on their nose. Not a good suggestion for the vacation trip!
Try some more relaxing hotel but still luxury and offering good service like Royal Mirage, Mina Salam and all those hotels on the beach or on Sheikh Zayed Road like Flairmont or Emirates Tower. Ooh, dont forget Grand Hyatt! :)

burj al arab is the most luxurious hotel in the region or on the world i believe but i didn't find it the best, my best hotel i like is fairmnont hotel in sheikh zayed road.
