The black cables act as sensors and hence count he no of vehicles in different classes like small car, mid segment cars, trucks, SUVs, heavy vehicles like trucks busses. And check the no. fo vehicles passing that road in an entire day to check the peak traffic hours. And this data is used for future extension of the roads. To help the transport dept schedule the local busses accordingly so that there is not much conjustion on the road. It is also used to check the speeds of the vehicles and hence send bills to law breakers....just to put in simple words...It is used for collecting data for future road extensions to facilitate easy manuoverability...
