I don't think so. There isn't really a set way you could measure the knowledge of a book. Although you can find a "never ending Harry Potter trivia quiz" on facebook.com and there are top scores on there.

well yes and no.
It is unofficial. Maybe jk rowling herself could be the first bet, but:

The people behind mugglenet.com seem quite specialised. I read an interview with one of the editors of the Harry Potter books. She has worked on all of the books. She became a close of friend with the woman that founded this site, an ardent fan.
The problem is continuity. In an interview jk rowling admitted that class rooms moved around, people popped up here and their and had different age. It is magic. Minor characters mind you. So this editor would occasionally liase with the fans on mugglenet in order to "get it right".
I know that there always were a competition in spotting the bloopers in the book. So there are some pretty dedicated people out there.

If this is what you were asking - JK Rowling said she was thinking about writing an encyclopedia of sorts that will talk all about the Harry Potter world. The things she left out and the stuff we didn't know.

I believe it's called being J.K. Rowling. As the author, she knows more about the books than anyone. Including very important backstory elements that got left out of the books to keep the pace flowing (or because the editors didn't realize how important they really were and convinced her to cut them out).
