and when i get in the car to go somewhere and hit the breaks i get a grinding noise like metal to metal from the back breaks, but once im driving and hit the breaks i get no grinding at all, had them checked out and they were rusty, banged the rust off and the drums and shoes seemed fine, should i replace breaks or are they ok and safe?

I would say that the garage was right on that one as when the rotors get wet when the car is sitting out rust forms on them quickly and what you hear is the pads scraping against that rust until the pads remove it, it's a common problem on disc brake cars where the way the wheels are made it allows water to get to the rotors and this is what happens, it won't hurt a thing.

If you are getting a grinding noise I'd worry first about the pads on the back. That usually indicates they have been worn down to the "squeeler bar " and it is starting to put metal on metal. After that I would have someone put a caliper on your rotor to measure it and see if it can be turned or needs to be. Definately needs attention soonest.

if you have drum brakes in the rear, you do not have the wear indicator (squealer bar), if you have disc brakes, you may have the indicator. either way, it is just time to get the brakes checked out. and quickly, rain is coming.

I would get new pads on the back brakes. And you could possibly need your rotors turned.
