Deus caritas est. or Dominus caritas est.
Recently, the Pope wrote this very phrase, God is love, as "Deus caritas est." Dominus is the word that Christians have very often used to mean God from the first Latin theologians. Deus comes from the Greek word theos, and also Zeus. It means a deity.
Love is amor, in all senses, including paternal love, brotherly love, sexual love, zeal, and greed. It's a great all-purpose word for love.
Caritas is love in the sense of beneficent love, as the love of God for all creation.
