There really can't be much of a comparison made because of a number of factors.
First thing to consider is the times in which they each existed and had their reigns. Hitler clearly had a technological advantage in this, and thus his reported "kills" dwarf Vlad the Impaler's numbers. Additionally, Vlad ruled in a time when men were more given to war, and large-scale conflicts were a common means by which borders were established. Vlad's exploits were considered "horrific," enough to drive other armies away before combat even occurred. However, Vlad focused most of his aggressions on those that were foolish enough to attack or oppose him, and rarely had an interest in the slaughter of 'innocents.' Vlad's methods of disposing of enemy soldiers are what he is legendary for, and not his purpose for doing it.
Hitler is far more notorious because:
1) His reign is much more recent, and drew worldwide attention during the birth of visual media, where his atrocities could be witnessed by millions:
2) His reign was much more focused and discriminate, as he targeted those that he believed were the cause of poverty in Europe and responsible for Germany's failures during World War 1;
3) His reign targeted a specific group that has long-claimed religious and cultural persecution, even though that very same 'group' persecuted millions and committed genocide themselves in Russia with the Bolsheviks.
Who was 'worse?' That's impossible to say. Each believed that they were doing what was necessary for the survival of their people. Right or wrong, better or worse, Vlad the Impaler and Adolf Hitler will both be remembered as "monsters" for what they did in pursuit of their golas, and neither of them holds a candle in comparison to capitalist greed.

I would have to lean toward the Nazi dictator of Germany, mien Fuhrer, Adolph Hitler... in that he alone was able to deceive yet convince and manipulate the German masses with his ideology... to sacrifice and lay down their livelyhoods and lives and everything else for the grand prize of world domination... which probably would have seen the light of day had he and his Reich had more time to finish building their atomic bomb. As far as his insane yet unique madness and genius for killing and conquering all barriers to his master plan he definately wins as one if not the worse person that has ever existed on this planet... hands down.
