Both would be right.
1. "Is stolen" is the present tense. The person basically is thinking aloud, "I can't believe it!... I remember parking it here." Then you could add this so it reads, "I remember parking it here not an hour ago!"
2. "Was" is the past tense, and I would change "here" to "there," so it is like the person is relating the course of events to someone else.

Since ' stolen 'is in the past tense ,'was' is the correct word that goes with it.,also the word 'there' is more appropriate ,use it instead of "here'.

They both can be it just depends on what you are trying to say.
#2 is correct
#1 is incorrect
"stolen" is the past participle of steal
"is" is the 3rd person present form of "be"
"was" is past tense form of "be"
you cannot mix past and present tenses. besides, sentence #1 is clunky. #2 flows better.

#2 is correct... "Stolen" is past tense, "was" is past tense. "Is" is present tense.
So your bicycle was stolen OR your bicycle is being stolen.
