I've seen many fansites like these made, a header on top, a navigation bar on the left side, information on the bottom middle table and a gallery. How are these made? Is there a certain program I need to download or a style sheet? And what kind of web hosting allows/provides this type of HTML/CSS?

This site is an blend of good designing techniques, use of proper images, javascript and css ofcourse. There is no specific format for such websites, but if you have an existing website, which you have worked on, can be easily modified by applying styles to it. This is not an very difficult job, but will surely take time to implement.

most any hosting will allow this type of site. the information is out there. instead of being spoon fed the info. why don't grab a book from your local library and read about html/css read, read, read....almost all programmer are also voracious readers.

No there is no program to down load
they are made with HTML cods you can
take a cores on them

Websites like these are made for social interaction also for $$$$. You notice there are tons of ads which customers pay to yahoo
