It is actually a separate documents. The Constitution gives the authority or powers while the Bill of the Rights gives protections or guarantees.

It all began with the radification of the Constitution. The conference featured the Federalists (those in favor of the new Constitution) and the Anti-Federalists (those in favor of the Articles of Confederation).

After many months of battling, the Federalists finally won and the Constitution was ratified. They created the Bill of Rights to help secure the fears that the Anti-Federalists were having.
