A tornado watch means the conditions for a tornado are right, and one may appear anytime during the watch.
A tornado warning means an actual tornado (or funnel) has been spotted.

A tornado is when there is a tornado on the GROUND, -very serious, an watch is just when it seems like a tornado MIGHT show up, so they're letting you know there could be one, but there isn't one yet.

For a tornado warning, it means a funnel cloud has actually been spotted by a trained spotter... for a tornado watch, it means that conditions are favorable for a tornado to occur, but an actual funnel cloud has not been spotted.
