The phrase "or best offer" is the worst thing anyone can put in an ad, yet many people do it.
Ads should only include price and selling features. Yes, you'll probably get many potential buyers who will try to negotiate with you, and that's fine. But you also might get one that will pay your asking price without question, and it happens often. By putting "or best offer" in the ad, you dramatically reduce that possibility.
You should expect to get less for the item, and be willing to accept it. But that's not something you tell everyone ahead of time.

Or best Offer - where you suggest a price or give them an offer on the product, so if you don't want to pay $100 for the camera, you'd offer them $95 or $90 for it. Or Nearest Offer (ono) is also commonly used and means the same.

Reasons to use, "obo," (or best offer) is because the seller is not confident that people will pay as much as asked. So, the seller will take the best offer; will settle for any price than nothing at all.

In your example, the person wants at least $100 for the camera, but he will take less. "OBO" means "or best offer."
