There are educational tools and technology available to kids,that weren't around when I was growing up.

Babies are only as smart as the home they are brought up in. If they are given all they need and the tools to learn and grow then they will be smarter then two decades ago because the information in mush improved now and more of it.
There is a small group that may be brought up in a low based area that just by being born they have the intelligence to gain the knowledge need to be something.
Bottom line it is not smarter babies it is environment

No. "Regression to the mean" occurs in any statistical problem, and DNA transfer is one of those. For example, take two normal parents, with IQ scores of 130 each. At first it sounds logical that the baby is going to have an IQ of 130 or higher. But in actuality, the opposite occurs. Why? It's called regression to the mean; it's a mathematical probability law, which says that chances are that the baby will revert to a lower IQ (in this case, towards the mean), because of that law. Now, given that, they still could have a baby with a higher IQ, but that's because they are individuals. Regression towards the mean works on populations, not necessarily individuals. It's a mathematical model and is a proven fact.

Yes, but only because their parents are smarter and their parents are smarter because our understanding of human behavior, emotions, and intellect has expanded - which will continue.
