The crux of the answer is that GWB won't be a strong supporter of funding solar power research. That's not where his base of support is. He's a fossil fuel guy

Little Georgie can't make any tax money or large kick backs from solar. He will support it in public view just for looks but not much else.
He is only this year starting to even allow talks about if climate change is real or not. If he pushes renewable energy he looses his OIL kickbacks the country looses the heavy tax money they now have on fuel. He will not support more drilling in the USA either because that takes money away from his biggest supporters over seas and the USA will loose money in Duties and Taxes on the imports.
There is too big of a loss in cash flow for the country and the Bush family so there will be very little to no changes at all till the OIL guys are out of office. Then it will still be very very slow to change to solar because it will hurt the current billionaires who have control.
The only way to change this country is to just start buying solar your self. Don't worry with the government because it is not in their best interest to support the country in the change. The government will adapt to what ever the public does and find a way to tax us and get out money. But they will not make us change unless there is money in it for them.

I've never heard of anyone against solar power.
What makes you think he would be against it?

Why the heck would anyone be against solar power?
I honestly don't know, but if he was against it, it'd be another reason why I strongly dislike him.
