Doesnt really sound right.

Why is the highest percentage of complaints by Social Area and Grounds filed for employment. That sounds better, I think...

It may be technically correct, since the subject "percentage" agrees with the singular verb "is."

However, for clarity, you could rewrite:

Why are most complaints filed by "social area" and "grounds for employment"?

Note the parallel lower case and the use of quotations.

No, unfortunately it does not.

Your sentence lacks why WHAT...

I agree with the second answer. In order for the sentence to make sense you need "What" instead of "Why."
