GW Bush has had new nuke systems coming on line for the last 5 or so years, plus his trillion dollar star wars boondoggle so others will have no choice but to restart their own programs to improve delivery systems, as a method to counter the Star Wars system larger and more complex MIRVs is the usual method, once one side decides to try and change the balance of power, other will have to follow suit.
