"poor people"--poverty-sticken people, people who are without financial support, those in straightened circumstances, people who are financially challenged (well...), people who don't know where their next meal will come from (whoa, too long), those who are barely making it, people who lack resources...
"don't" --stop, cut it out, quit it, quit, end it
"can't" --inability, powerless, unskilled
"poor workers" --unskilled workers, pitiful workers (depends what you mean)
This is a good question; I'm finding it hard to find synonyms. I should probably google things like many others but I get all bull-headed and try it out on my own. Oh well...

don't ~ do not, stop, halt, wait
can't ~ can not, unable, unwilling
poor workers ~ lazy, incompetent
