If it's locked you will need to enter a code to get into any menus or make calls. Unlocked is how they are out of the box. It's useful for people who don't want someone like a significant other seeing their call list or text messages

well a locked phone is where it isnt activated and you cant make calls or even mess with the features on the phone. An unlocked phone is either activated or un-activated but you can mess with the features and actually use it.

difference from a locked cell phone and a locked cell phone....don't see ay difference maybe u must have mistyped or u mean a locked and unlocked....
