Yes, there is a fan, and you need to call a repairman, nothing else you can do - you don't want to mess around with things you arent familiar with and make it worse.

The knob labeled something like "fresh food temperature" or "refrigerator temperature" is really a vent that diverts cold air from the freezer (where it is made) into the fridge section. Maybe it is not open wide enough. Yes there is a fan to circulate that cold air and if it is not running that is a big problem in getting the cold air where it belongs. The sensor is detecting the freezer temperature so as long as the freezer is cold the sensor is OK.
Sears will send someone out to fix it and charge you about $200 for the labor and parts (most of that is labor fee and the parts are overpriced) but it beats having your food spoil.

first, pull the grille from the bottom front edge of frig and get your vacuum cleaner in there and get all the dust, cobwebs, pet hair and dryer lint from the coil and fan and fan blades.
This could be in the rear of the unit. Also, if you have exposed coils covering the back of the frig, clean those too. All the dirt makes the unit run harder and hotter. Coils need to be clean. Then check your drain plug, which is probably under one of the veggie drawers. Might have a ruber plug in a hole. If so, remove and run a stiff piece of wire through the opening. Then pour some boiling water through to clean out anything clogging unit. You should have a drip tray underneath which will collect the water. You should be able to hear the fan start when you lower the thermostat in frig, If you don't hear it come on, chances are you need a new sensor in frig. Not very expensive. Cheaper than replacing a lot of food.

Yes there is a fan, check to see if the fan operates. You should hear it kick on and off. If the fan doesn't run at all then it might have something leaning against it. I have had older fridges where you could put food against the fan and keep it from spinning. Also there is an opening for the air to pass from the freezer to the fridge. Make sure it is not blocked with anything. My neighbour spent money on 3 trips from the repair man who replaced all kinds of parts, turned out she was blocking the air flow with her food.
