RAM - yes, but ROM - no
ROM is just the space that stores your system BIOS
Actually it's not really something that can even be increased by the end-user or even by a tech without without major difficulties.
RAM, on the otherhand, is quite easy to increase. It's like short term memory and increasing it can improve performance since it is significantly faster than, and can take a load off, your hard drive which is like long term memory.

ROM (Read Only Memory) is ancient technology used to store a program. I am not aware of ROM being used in a computer for many years (not after 1975). EPROM (Erasable Programmable Read Only Memory) yes in things like Alarm Panels, Irrigation controls, thermostats, advanced calculators.
As stated by others it will not change the clock speed of the CPU.

yes the RAM (Random Access Memory)does improve the speed of the cpu. The CPU processes the 1 and 0s (which is Binary Digit)in the pc and the CPU sends the processes to the RAM which in turn sends to the expansion slots and hdds other devices and visa versa. The RAM basically does all most of the work along the data buses (which is the front and backside bus) that move the lines through the pc. I think I went enough in technicial terms but basically the cpu is dumb on its own, it needs the RAM to store the processes inside.

RAM increases the performance, and I guess in layman's terms, the "speed" of your CPU.
But the speed of the CPU is measured in gigahertz, and the only way to increase that speed is get extra cooling and overclocking it.

I think you mean RAM. More RAM won't increase the speed of the CPU, but many processes will take less time. Your programs will run faster.
