The governor of the state the senator or representative is from fills the empty seat until term is up and then that person has to run for re-election.

The Governor of the particular State appoints replacements until the next scheduled election. However, in the case of a deceased Senator, a special election may be called to select a replacement since the term of a Senator is six years.
