It's hard to nail down by regular seasons like that. Do you mean pilot season? Typically pilot season begins in January, but some shows start casing as early as november. The shows need to be cast and shot by May so they can show them to advertisers. Other than that, casting can be year round with films and commercials. Television is usually late July or early August - April or so for shows already in production. That varies widely. Shows go on hiatus, stars do other projects like films, foreign commercials, etc.

The development of new shows and the preparation of scripts for on going shows is a round the year effort. As each new show or new episode of a current show is nearing production, the producers cast the roles. They rely on their casting directors' knowledge of actors and agents to cast all the speaking parts. It does noone with out an agent any good to try to figure out when to present himself for casting.
