Why Senators/congressmen will get mad if Pork Barrel is not release to them by the Pres.?

Lawmakers such as the Senators, congressman, City and Municipal councils members including the Provincial Board members are elected to make/ r4evised laws and not to make projects especially infrastructure. In the Philippines, a President will not release the Pork Barrel funds will be ousted. This is the case of Ex-President Joseph Estrada where nduring his term of office he did not release the funds for the Congressman and senators.

Senators and representatives use pork barrels to fund their individual projects, but there's more to this.

For example, a congressman from the visayas region wanted to erect a public hospital in his district. A bidding will be called and the project awarded to the winning bidder before such project starts. The winning bidders are usually those closest to the congressman, who is actually influential in selecting the winner/s. The winners, in return, would issue favors to the congressman by way of cuts (kickbacks) in the total amount appropriated for the project. Kickbacks reach as high as 20 percent of the project cost, which means if the project would cost say 50 million Pesos, the congressman gets 20% or 10 million Pesos.

This is the practice in our country. Senators and representatives derive incomparrable benefits from pork barrels. They don't want this to end. They would fume if it stops.

It doesn't work that way in the US -- in the US, Congress defines where the money goes and what it gets spent on -- the Executive branch only has whatever funds Congress allocates to it, and can only spend it withing whatever limits (if any) Congress imposes.

Other nations work differently -- and in a country where the president allocates money, of course anyone who doesn't get what they want is going to be upset.
