Honestly, most companies treat it as manditory even when they say "optional" - office politics and all that. I'll attend the ones during regular work hours if I have no pressing projects to complete. Outside of company time? Forget it! The more I'm pressured to attend, the more likely I will be absent. Treat us like the grown ups that we are, thank you very much.

Company picnics should be banned. I work with them. Why would I want to socialize with them too? If the company wants to boost morale, just give everyone 1/2 day off in leui of the picnic and everyone will be talking about how great the company is.
