Which Date in noon is the shadow of a flag pole shortest?

The shadow will be at its shortest on the summer solstice at 1PM not noon, because of daylight savings time.

The flag post will be shortest only when the sun is ovehead or at the shortest inclination .But this condition changes with latitudes.For example,on 21 st June,the sun shines over the tropic of cancer and the shadow of the pole will be shortest there. But at the same time, a place at the equator will have a long shadow.But on 21 st March and 23 rd September, the sun is overhead at the Equator and the shadow will be shortest and at the same time, the shadow will be longer over Tropic of cancer.Hence the answer depends upon the latitude.
The nearest answer may be given with respect to the Equator.It is (a) March 21st and (c) September 21st, only on Equator.
Similar answer can be given with respect to tropic of cancer(on June,21st) and tropic of capricon (on December 21st).
So, you have to mention the latitude to find out the date.Moreover except tropic of cancer and tropic of capricon, other latitudes will have two dates in a year having shortest shadow.

I'd say the summer solstice (not necessarily on June 21st) because the Sun is the most directly overhead.

June 21st (summer Solstice) That's when the sun is at it's highest angle of insolation. It's directly overhead at 23.5N.
