Rain water or car wash water has entered into the outside belt area of the door. If car is still under warranty, return to dealer for correction. The drain holes in the bottom of the door have a blockage. Put on goggles and look under the bottom of the door for the drain "holes". These holes can be cleaned with a coat hanger wire or a screwdriver

Water has probobly ran down your window and into the door cavity and the drain is most likely plugged.
See if there is a plug under the door frame and pull it out or cut a slot in it to see if water comes out.
Otherwise you can use a BATTERY only operated drill and drill a small hole under the door frame towards the front. Remove the drill as soon as you cut through to prevent getting the drill wet, (you can cover the vents of the drill with a rag for added protection).
Your only other choice is to take the door panel off and sponge it all out, then find out why the water is getting in and why it's not draining out.

If the car is still under warranty, you need to take it to a dealer and have them figure out why/where water is getting into the door when it rains.
If out of warranty, drill or punch (and I mean use a mechanics punch) a clean hole in the inside bottom of the door to drain the fluid (now and it will keep it drained in the future). Try to spot the hole such that it is OUTSIDE the door seal gasket (which may not be possible on some doors; I don't know your car). This will help keep the draining fluids outside of your car's interior.

It is probably water. There are drain holes at the bottom of the door which may be rusted shut. Find them and poke a hole through the rust. That should take care of the water collection in the door.

Check your window sill and the guides. Perhaps is letting water seep in the door. Check for drain holes on the bottom. Crud might be plugging them and might be a rubber grommet on the bottom for just drainage. Drilling holes is not the solution is a patch for a problem.

Stush is right...probably the drain holes in the bottom of the door are plugged with rustproofing or debris....take a small screwdriver or coat hanger and unplug all the holes.

Open the door. Take ALL of the screws out. Be careful and pull the door panel off.

"Rain Water Leak!" Take the Door Panel off, There should be drain holes and they may be clogged! Check to see where the leak is!
