It can be developed like a habit. I used to be unhappy, depressed, unfortunate and aware of all the problems in my life. I always expected that the worst would happen. Then I met a woman who had more adversity in her life than would normally be distributed amongst 100 people, and yet she was genuinely happy. She saw only the good things in her life. After that I made an effort everytime I started to feel weighed down by problems, of concentrating on the good things in my life. At first I had to remind myself to do this as an exercise when I woke each morning and when I went to bed at night. I would think about how fortunate I was that I could see, how wonderful it was that I could walk etc. etc. Now it just comes naturally and I haven't been depressed for years. My whole outlook has changed - I don't expect the worst to happen as I once would have done. So yes, it can be learned

Only look at the bright side of life, let all those letdowns as nothing but a fun way to teach you something about life.
Learn how to appreciate small things, like strangers giving you a seat in the subway, people helping you carrying your stuff, strangers that help you pointing out directions, etc.
Get good friends, not friends that only wants to have fun, but those who you can sit down with and talk to, or just sit down with and talk about nothing, and you will feel refreshed later on.
Don't attach yourself to a certain mindset, be free, like a bird flying freely, like a dolphin swimming freely, like a deer running swiftly.
Commit yourself to make others happy, since happiness only counts when people around you feel the same.

Yes it can be learned! If you surround yourself with positive people, you can't help but be positive too. There is nothing like "misery loves company" to bring a whole room down. But if everyone is positive, you would feel like such a dork to burst the bubble.

Know that what ever happens in life there is a way to figure it out. For a lot of people working to better yourself is un heard of. It is best to work toward a realistic goal.

Stand in the sun. The sun always has a bright side no matter which side you are on.
When I was in the marines in boot camp, a guy got a John Doe letter. He almost had tears in his eyes.
I told him to look on the bright side.
He yelled, "WHAT?"
I told him the sun is shining.
I hope this helps.
I know it can be shown.
