I NEED TO KNOW WERE I CAN CHECK FOR A LEAN ON A BIKE OR TO SEE IF IT HAS BEEN WRECKED OR STOLLEN.

most vins are either on one of the front forks (mostly right side) towards the top or an the frame under where the forks are connected to the bike.

They hold a copy of the title, which has all lein information.
