This attorney has a loooonnnggg history of the same practice of doing this to people. (I'm just finding out) I think he knows that people get tired of losing time and money and he just ends up getting away with this! If he is reported to the bar association will they investigate all of his cases?

Well, it depends on the situation. However, the first step is going to consult with a different attorney about the situation. That step never changes.
It depends on what the circumstances were and what the consulting attorney has to say, for how you should proceed.

If as a result of this attorney you suffered negative consequences you probably need to hire an attorney and charge the former attorney with mal practice.

This will be very hard to prove, and, most attorneys stick together, (sort of a brotherhood), and, all you will lose is more time and money.

I say forget it, and move on and chaulk your losses up to experience.
