Here is the question: Explain why informal* changes to the Constitution have been used more frequently than formal changes to alter the scope of national power.

* for purposes of discussion, informal changes means laws, traditions, and judicial review.

The change in the constitution must be made by a constituent assembly, by a people's initiative or through Constitutional Convention. Thus, it is very difficult to formally change the constitution than merely passing laws which is easier.
