What makes you think of covalent bonds are weaker than ionic bonds? Secondly, polar covalent bonds are weaker than non-polar ones. H-bonds come between covalent bonds and dipole-dipole forces. steel bonds variety plenty in potential it would be very perplexing to place them on your scale.
