Like an element has a 2+ charge, it cant transfer to something like NO. Only 2- can transfer?

I'm afraid not. In particular, if you have ferrous iron, Fe++, that can transfer (lose) and electron to become ferric iron Fe+++.

Fe++ ===> Fe+++ + e-
