The first just looks like a misspelling of Dylan or Dillon (separate names), but I do like the actual feminine form Dylana. Delayah is similar to that as well (and again, I prefer Dylana). Delayah just looks like a created mishmash of Delaine, Delaney and Delilah or something. When a "unique" name is suspiciously similar to a handful of very common ones, it ceases to seem all that unique, know what I mean?
I'd definitely avoid Dandy. That would be old-world negative slang! Someone described as a Dandy was generally "considered effeminate and/or overtly flaming. Most likely sexually aroused by other men, but not always." Basically akin to any of today's derogatory comments aimed at homosexuals. I'm not condoning that behavior by any means. Just saying it wouldn't be the most prudent name choice for a child.
If it's a less common D name you want, Dahlia, Desdemona, Daphne, Devanie, Dilys, Delyth, Daffodil, Damaris, Dara/Darragh, Darla, Delphine or Dilara might appeal. All real, unique names with attributes similar to some you've mentioned.

Dilan is lovely, but I wouldn't team it with Delayah. I like Nichelle for some reason, but you ought to keep in mind the meaning of the word dandy before considering it for a baby.

Dilan is fine; I don't like Dandy, but I have a girl student named Nichelle. From a teacher's stand-point, try to use the common spellings of names.

Dilan is o.k. but not with the Delayah. Dilan Delayah sounds like some type of parade. Since you are giving her an odd first name, try a common middle name.

Dear, imagine your daughter is to become the greatest lady ever - the president or first lady, a doctor, princess, or whatever. I cannot picture her having the name of Dilan or Dandy, but I could imagine Priscilla, Catherine, Faith, or Clarissa. But, it's up to you, of course. - I'm just a Grandma.

Please do NOT name your son Dandy. I can just hear the kids making fun of him now. Please think through every name and how kids will make it some sort of traumatic experience in school... especially when you're choosing odd names. I'm all for different names, but don't brand the poor child.

Those are not girls' names. Dandy isn't even a name -- it's an eighteenth/nineteenth-century British man.
The middle names are just trashy.
