Are you wearing underwear? It depends on the store you walk into and whether or not they can help you get another pair of pants to wear. And your reason for walking in with no pants. Our idea of no shirt, no shoes, no service is a result of our society not liking the naked human body in any way, shape or form any time any season any day, any year any country. Except in the summer on a nude beach. You figure it out.

I never have. I always wear a shirt as I don't like to go around without one, and I always need some kind of shoes with good arch support in them.

You mean no pants but WITH underwear, right? They might ask you to leave the store, but if your underwear looks like a bathing suit, they may not care. If you try to walk in there with no pants or underwear, you probably won't make it to the door before you're arrested.

They have, as a private business, the right to reject you for any reason as long as race and religion are left out.
Many people (men) believe they can wander about shirtless and it is acceptable and in some areas people go barefoot.
The sign basically means they have standards and will enforce them. They don't have to name all the possibilities.

The customer is always right. Point out that the sign doesn't say anything about needing to wear pants and that they need to serve you.

Ive tryed that before and I get service, trust me! see some of my old questions about me forgetting to button up my pants, haha!
i went ot the chinese resterant and couldnt understand why all the guys came out of the kitchen to smile and say hi and thank you to me!!!!
