There is quite a difference.
If we stopped paying poor people to have children,they would stop having them for money purposes. I would never deprive a person from having a child because they were poor as long as they can raise the child themselves.

I agree but lets be fair, lets neuter the rich first!
They don't work, they don't struggle to survive, they waste natural recourses, so in other words there pussi-es.
The poor are the dummy's that joined the military to protect them, the poor pick the crops so they can eat.
You don't need rich people to survive, because they don't know how to survive, poor people do.

And the gov't should be able to control people's reproductive lives like that? That's awful... that's the way Nazi Germany got started. A much better way to fix overpopulation is to MAKE PEOPLE RICHER because when people are living comfortably, they have fewer kids. Or, the gov't could stop with this abstinence-only tripe...

Seriously, you just can't do this, as unfit as many people are to be parents (and being poor often has little to do with that). I'd be more in favor of requiring some sort of license, or at least some training--for parenthood. Again, I don't mean "poor" people; I mean anyone. You have to take a test to drive a car, for god's sake.
