Some Chineese garbage have a restrictor in the intake - remove the carb and have a look.
While the carb is off, remove the throttle slide, some have an inhibitor to prevent the throttle from being raised all the way.
Jap's put their restrictors in the exhaust between the pipe and cylinder.

30 mph is quickly adequate to kill you. no count what you experience you are going to be able to desire to maintain your wits approximately you. 30 is commonly used for the small wheel 50cc scooters like that. relies upon the place you're making use of it, in busy crowded city streets a piaggio is in all likelihood swifter than a Litre activities motorbike yet on long open roads this is particularly ineffective.

If you have a belt driven variator system, remove the variator(the front pulley) and remove the backing plate if so equipped. This simple modification is usually good for 10-15mph depending on final drive gearing.

Whilst I know little about these usually they are limited by restrictions either in the inlet or the exhaust. Infact replacing the exhaust for a less restrictive unit may liberate a little hidden power.

However, i think that you are better off trading it in for something bigger.
