I started work as a Graphic Designer when I graduated from college in 1985 and my starting salary was $21,000 per year. 6 years ago, I started my own design firm and I pay my designers based on experience, and the lowest paid one earns $37,000 per year.

There's a lot of software around that make website design a cinch. All a graphic designer would do is bespoke artwork and type specification - he's not going to get into CSS programming - that's your job. I suggest that you ask the graphic designer for four - six sample treatments (ideas) for your client to express opinions first, then ask him to work up the preferred idea. If you keep your client involved you'll minimise the potential for error and paying for more work than is needed to get the result. Another suggestion which you may like - go to your local college of art and design and see if they would be willing to set the project as a student exercise. You'd get to see the results and if there was one particular one that your client liked, the student could be asked to work it up to finished art - it would help him out and you'd be getting some sharp hungry talent

yes that's basically what will happen, but you need to sit down with both your graphic designer and your client and thoroughly go through what they want, layout-wise, colour-wise, etc that way the graphic designer will know the required spec and what is required of them. Or if your enter into a contractual obligation with said designer you can just not agree to pay them until all requirements are met, that way you wont be paying them for designs you wont use and it will motivate them to get the job done as fast as humanely possible.
